Recently, OpenAI announced a new initiative at a policy event in Washington, calling for the United States and its allies to strengthen collaboration in the field of artificial intelligence (AI) to address competition from China. OpenAI's proposal aims to "revitalize the American dream" and hopes to enhance the U.S. influence in AI through global cooperation.
According to a report by Bloomberg, OpenAI's policy blueprint suggests that collaboration should first take place between the U.S. and its neighboring countries, gradually expanding to include allies worldwide. This cooperation will focus on the talent, funding, and supply chains necessary for AI, ensuring that the U.S. remains at the forefront of AI infrastructure development.
To meet the energy demands of AI development, OpenAI also recommends that the U.S. support relevant energy infrastructure projects, streamline the process for restarting nuclear reactors, and leverage the capabilities of the U.S. Navy to expand nuclear energy capacity. OpenAI CEO Sam Altman has stated that insufficient computing power is hindering the launch of company products, mentioning during a Reddit Q&A: "These models are becoming increasingly complex, and we face many constraints and difficult decisions on how to allocate computing resources."
Additionally, in September, OpenAI announced plans to rally global investors, expecting to invest tens of billions of dollars into AI infrastructure in the U.S., including data centers, turbine generators, and semiconductor manufacturing facilities. An OpenAI spokesperson noted that these facilities are crucial for advanced AI and will make it more widely accessible.
In February of this year, Altman mentioned that reducing the AI chip shortage for training large language models (LLMs) could require an investment of $5 trillion to $7 trillion, while the global semiconductor market is projected to reach $1 trillion in size within the next decade.
This proposal from OpenAI not only reflects the company's profound thinking about the future of AI development but also conveys the determination of the U.S. to reshape its leadership position in global technological competition.
