According to Southern Metropolis Daily, Liu Qingfeng, chairman of iFlytek and a National People's Congress (NPC) deputy, proposed a series of suggestions regarding artificial intelligence (AI) and employment security at the upcoming 2025 National Two Sessions. He urged the development of new AI-related jobs and the improvement of AI unemployment insurance to build an "employment-friendly society."
Liu Qingfeng pointed out that with the rapid development of AI technology, many traditional jobs face the risk of being replaced. Therefore, establishing a full-chain monitoring mechanism of "employment monitoring-early warning-response" is crucial.
He suggested establishing an "AI Employment Dynamic Monitoring Platform" and piloting an "Unemployment Risk Early Warning System" in manufacturing clusters such as the Yangtze River Delta and the Pearl River Delta. This would require companies that extensively use AI to regularly submit social responsibility reports on the number of replaced jobs and re-employment plans, ensuring that technological application and social equity develop in tandem.
To address potential unemployment, Liu Qingfeng also suggested piloting a "Special AI Unemployment Insurance." This insurance program aims to protect jobs most vulnerable to AI disruption, offering a 6- to 12-month unemployment buffer. The insurance would operate under a "government-led insurance + commercial institution operation" model to establish a special insurance fund. He also encouraged insurance institutions to develop commercial AI unemployment insurance products to provide more unemployment protection options.
Beyond insurance, Liu Qingfeng stressed the need to strengthen the planning and management of new AI professions. He suggested systematically sorting out new jobs created in the AI era and strengthening job certification. He urged universities and vocational schools to keep up with the times, adjusting talent cultivation plans and curriculum settings to scientifically guide students' career planning. Furthermore, he noted the importance of strengthening AI skills training, especially providing free training opportunities for low-income groups to help them better adapt to the new technological environment.
