During this year's Two Sessions, National People's Congress (NPC) deputy Lei Jun put forward specific suggestions regarding the high-quality development of the artificial intelligence (AI) terminal industry and the illegal infringement issues of AI-powered face-swapping and voice cloning. These suggestions aim to promote the healthy development and social application of AI technology.

Lei Jun pointed out that AI terminals, as crucial platforms for AI technology implementation, are continuously expanding their application scope, extending from smartphones and smart cars to wearable devices, smart homes, and robots. This trend not only injects new vitality into the consumer market but also provides key impetus for the high-end and intelligent upgrading of the industry chain. However, in the early stages of the rapid development of AI terminals, core technological bottlenecks still need to be overcome, and a collaborative innovation ecosystem needs to be built to promote standardized, collaborative, innovative, and high-quality development of the industry.

To this end, Lei Jun proposed three suggestions: First, a sound standard system for AI terminals should be established by formulating and improving relevant standards to guide the industry towards healthy development; second, industrial collaboration should be strengthened to build an application synergy ecosystem, promoting close cooperation among upstream and downstream enterprises in the industry chain; and third, support should be increased to promote industrial innovation and development, providing more policy and financial support for the research and development and application of AI terminals.

In addition to focusing on the development of the AI terminal industry, Lei Jun also proposed governance suggestions regarding the misuse of AI face-swapping and voice cloning technologies. He pointed out that while the widespread application of these technologies in film, advertising, and social media brings advantages such as strong dissemination power and easy trending, it has also become a hotbed of illegal infringement, seriously threatening citizens' portrait rights, personal information security, and social security.

To address this issue, Lei Jun proposed three governance suggestions: First, accelerate the legislative process of single-subject laws and raise the legislative level to ensure technological progress within a balance of security and development; second, strengthen industry self-discipline and co-governance, solidifying the responsibilities and obligations of platform enterprises and other parties to jointly maintain a good market order; and third, increase publicity efforts to raise public awareness and discernment, enhancing societal prevention of the misuse of AI face-swapping and voice cloning technologies.

Lei Jun's suggestions aim to promote the healthy development of AI technology, protect the legitimate rights and interests of citizens, and provide strong support for building a human-centered, intelligent and benevolent AI development ecosystem.
