At a recent meeting of the Beijing delegation to the Third Session of the Fourteenth National People's Congress, Lei Jun, founder and CEO of Xiaomi Group, commented on a cyberbullying incident involving a fake AI persona of himself during last year's National Day holiday.

Lei Jun mentioned that the seven-day National Day holiday last year saw the emergence of an AI-generated virtual image of him, dubbed "AI Lei Jun," which spent eight days online insulting others.

Initially, Lei Jun adopted a tolerant attitude, viewing it as online prank. However, as the amount of such content increased and its quality deteriorated, he found himself increasingly vulnerable and received numerous complaints from netizens. He noted that while seeking legal recourse, he discovered a lack of specific legislation addressing such issues, leaving him to rely on laws concerning privacy, portrait rights, and reputation, where damages are often difficult to quantify.

Lei Jun urged relevant departments to proactively anticipate new problems arising from AI technology and strengthen legislation. He acknowledged that while AI technology presents many opportunities, it also poses significant challenges. He announced his intention to submit five proposals, including legislation targeting "AI face-swapping" and "AI voice cloning" technologies, highlighting their potential for misuse and infringement of portrait rights and personal information.

Lei Jun emphasized the rapid development of AI deep synthesis technology, making "AI face-swapping" and "AI voice cloning" increasingly prevalent in film, advertising, and other fields, but also leading to a surge in misuse. He proposed accelerating the legislation of specific laws targeting these technologies, strengthening industry self-regulation, ensuring accountability, and increasing public education to enhance public awareness and discernment.
