The Zhejiang Provincial People's Government Office has issued a notice on the implementation plan for a special action to vigorously boost and expand consumption, aiming to increase the total retail sales of consumer goods by more than 5% by 2025.
The implementation plan proposes to actively develop new consumption formats such as live e-commerce, instant retail, community group buying, and interest-based e-commerce. By 2025, it aims to add 1,000 live-streaming related enterprises and cultivate 300 "green live-streaming rooms." It will also revitalize classic historical products and time-honored Chinese brands, and promote "Artificial Intelligence + Consumption." The plan will focus on creating hot spots for youth consumption, such as national comic films and television, digital content, and anime.
The plan supports the integration of diverse e-commerce scenarios, develops the used goods e-commerce sector, and encourages e-commerce platforms to build domestic sales zones for high-quality export products. It will attract domestic and foreign brand manufacturers to establish headquarters in Zhejiang and support the development of consumer headquarters economy.
