At the 2025 Yangtze River Delta New Energy Vehicle Industry Chain and Supply Chain Innovation Cooperation Conference held on April 25th, Han Dadong, director of the Shanghai Municipal Commission of Economy and Informatization, stated that Shanghai will actively promote the reform and transformation of vehicle manufacturers, focusing on the application of innovative technologies such as all-solid-state batteries, high-performance computing chips, and intelligent driving large models. These measures aim to enhance the competitiveness of the automotive industry in the Yangtze River Delta region and promote the collaborative development of the national automotive industry chain.
Shanghai will focus on tackling key links in the automotive industry chain. With single-vehicle intelligence as the core, and relying on the collaborative development of vehicle-road-cloud integration, the municipal government will continuously promote the high-quality development of the intelligent connected vehicle industry chain. It will support the research and development of end-to-end autonomous driving large models and promote the application of automotive chips. To this end, Shanghai plans to establish an automotive chip engineering center and a testing and certification platform, continuously improving the supply chain for automotive operating systems, intelligent chassis, high-precision sensors, and solid-state batteries.
Shanghai will also strengthen the organizational support for major projects. Relying on national key projects, it will promote the research and development of flagship products such as new-generation power batteries and advanced electric drive systems. At the same time, it will coordinate major automotive projects across the city, supporting leading enterprises in achieving innovative breakthroughs in core components such as solid-state batteries, automotive chips, intelligent driving, and intelligent cockpits.
Shanghai will also strive to create diverse innovative application scenarios. These scenarios include intelligent heavy-duty trucks, intelligent taxis, and unmanned driving equipment, aiming to accelerate the iteration of model algorithms and computing chips through practical applications, promote the accumulation of autonomous driving data, and the mass production of intelligent driving systems.
Shanghai will promote "integration of complete vehicle and parts manufacturers" and "integration among parts manufacturers" through deepening the synergy of the industry chain and supply chain, achieving resource sharing and complementary advantages. Furthermore, Shanghai plans to build a "Yangtze River Delta New Energy Vehicle Industry Chain Overseas Base," accurately grasping the overseas needs of the automotive industry, launching diverse service functions, and achieving collective overseas expansion and sustainable development.
