Meta has recently announced that it will open its Llama series of artificial intelligence models to U.S. government agencies and related contractors to support national security applications.

This move aims to dispel concerns that its "open" AI might inadvertently aid foreign adversaries. Meta stated in a blog post: "We are pleased to confirm that Llama will be made available to U.S. government agencies, including those focused on defense and national security projects, as well as private sector partners supporting these efforts."

These companies will help apply the Llama models to various national security tasks.

For instance, Oracle is using Llama to process aircraft maintenance documents, while Scale AI is fine-tuning Llama for specific national security missions. Lockheed Martin plans to provide Llama to its defense clients to help them generate computer code, among other applications.

Typically, Meta's policy prohibits developers from applying Llama to military, war, or espionage-related projects. However, in this case, Meta has made an exception, allowing its use by U.S. government-related agencies and contractors, as well as similar institutions in the UK, Canada, Australia, and New Zealand.

It is noteworthy that recent reports indicate that researchers affiliated with the People's Liberation Army have used an older version of the Llama model (Llama2) to develop a military-focused chatbot designed to collect and process intelligence for operational decision-making. Meta responded that the use of this model was "unauthorized" and violated the company's acceptable use policy. However, this incident has sparked broader discussions about the pros and cons of open AI.

As AI applications in military intelligence, surveillance, and reconnaissance emerge, related security concerns are coming to light. A study from the AI Now Institute suggests that existing AI systems rely on personal data that could be extracted and weaponized by adversaries. Additionally, AI systems suffer from biases and hallucinations, with no effective solutions currently available. Researchers recommend developing dedicated AI systems isolated from "commercial" models.

Although Meta claims that open AI can accelerate defense research and promote U.S. economic and security interests, the U.S. military remains cautious about adopting this technology, with only the Army having deployed generative AI so far.
