Today, the Central Cyberspace Administration announced the key areas for the 2025 "Clear and Bright" series of special actions aimed at governance. In 2025, the "Clear and Bright" series will further consolidate and enhance governance effectiveness, focusing on prominent issues that the public strongly reflects, tackling difficult bottlenecks, strengthening source management and foundational management; innovating governance methods by refining targeted strategies for each special action; and protecting netizens' rights by cracking down on various types of infringement and illegal activities, thereby creating a clearer and more orderly online environment.

The key rectification tasks mainly include:

1. Rectifying the online environment during the Spring Festival by focusing on combating extreme opposition, spreading false information, promoting vulgar culture, advocating bad practices, and attracting traffic for illegal activities.

2. Regulating "self-media" that publishes false information, including content that disrupts public opinion, misleads the public, lacks information labeling, and presents false information as genuine, as well as issues related to unqualified sources and providing pseudo-professional information, while standardizing the dissemination of information in key areas.

3. Addressing malicious marketing in the short video sector by cracking down on false staging, fake personas, misleading marketing, and sensationalizing controversial topics, while enhancing information source labeling and tagging for fictional and dramatized content.

4. Regulating the misuse of AI technology, emphasizing the management of AI technology and information content, strengthening identification of generated and synthesized content, combating the generation and publication of false information using AI technology, and regulating the online ecosystem of AI applications.

5. Addressing "black mouths" in online enterprises, dealing with the accumulation of negative information, spreading rumors to discredit companies and entrepreneurs, engaging in false evaluations, and tarnishing product and service quality, further optimizing the online business environment.

6. Regulating the online environment for minors during the summer, enhancing the governance of harmful content related to minors, purifying information content in children's smart devices, minor modes, and areas designated for minors, and preventing risks arising from the intertwining of online and offline activities.

7. Rectifying issues related to rewards in online live streaming, cracking down on practices that attract rewards through high cashbacks, emotional manipulation, vulgar content stimulation, and minors giving rewards, while strengthening the management of live streaming reward functions.

8. Addressing malicious provocation of negative emotions, including inciting extreme opposition among groups by leveraging hot events, exaggerating and sensationalizing false information and negative topics, promoting panic and anxiety, and inciting online hostility through graphic violent imagery, while seriously investigating violations by marketing accounts, online water armies, and MCN organizations.

A relevant official from the Central Cyberspace Administration stated that the tasks of the "Clear and Bright" series of special actions will be promoted in an orderly manner, and adjustments to the key rectification content will be made as needed based on actual circumstances. Responsibilities of all parties will be further reinforced to continuously purify information content and standardize functional services, ensuring effective rectification efforts and promoting a continuously improving online ecosystem.
